The 3 objectives, listed as participation, planning, and capacity development, are delineated further as outputs.

Objective A - the participation objective

Participation is expressed as a specific objective in the terms of reference for the project. Inter-governmental coordination and cooperation and public participation are addressed through the specific instruments of the AQOF and MSRG respectively. These fora are designed to maintain a continued presence of key stakeholders throughout the project and facilitate their input into the AQMP development. The Project website is a significant component of the project, as highlighted by DEAT, providing a regular update of project progress, as well as assisting with information dessemination. It is designed to include methods for engagement of stakeholders and to function as an efficient go-between for stakeholders and the project team. A broader public participation strategy is also to be developed, consisting of public workshops and outreach events. These are planned to communicate major endpoints in the project, to disseminate key project information, and incorporate the views and concerns of the general public.

Objective B - the planning objective

The planning component of the project is addressed as a separate objective in the project and is dedicated to the development of the AQMP. A process plan is the first deliverable of this objective, charting the expected progress of the project for the 2-year appointment. The problem analysis is the next significant output, which will describe the baseline status of the HPA. A workshop will be held to brainstorm strategies to address the air quality issues in the HPA, which will form the primary component of the strategy analysis. Interventions will be developed based on these outcomes and their effect on air quality described in detail. Following these inputs, a draft AQMP for the HPA will be prepared and published for public comment. Amendments will be made where necessary and a final AQMP published.

Objective C - the capacity development objective

Capacity development is recognised as a critical need, especially in priority area management, and as such is covered as a specific objective. Capacity development at national government level will be achieved by involving DEAT staff intrinsically in the project development and delivery, particularly the Priority Area Management Sub-directorate. The implementation of the AQMP also involves capacity development at all spheres of government, where the project team will provide assistance to departments in applying the interventions and recommendations.

The final capacity development training workshop aimed at initiating the HPA AQMP implementation is scheduled for August 2011 in a venue to be announced in due-course.

Draft Priority Area Air Quality Management Plan

Highveld Priority Area AQMP (Draft)

The draft HPA AQMP was gazetted on 06 May 2011 with the closing date of 05 July 2011.  To date, DEA has received comprehensive comments from Greater Middleburg Residential Association as well as the CSIR.  A PSC meeting aimed at workshopping public comments prior to the final MSRG is scheduled for 24 July 2011.   These will include late comments received just before the gazetting of the draft HPA AQMP.
